Britany Orlebeke

Britany Orlebeke is a Senior Researcher at Chapin Hall. As a researcher with Chapin Hall for fifteen years, she has made a significant contribution to Chapin Hall’s research on how to use foster care data to understand and monitor state and local child welfare outcomes. Currently, Ms. Orlebeke is the Principle Investigator for a four-year evaluation of a program of training and supervision for attorneys representing children in child welfare proceedings. This research is funded by the National Quality Improvement Center on the Representation of Children in the Child Welfare System. Ms. Orlebeke is a senior staff member at the Center for State Child Welfare Data, housed at Chapin Hall, and she has extensive experience developing analytic databases using administrative records and using those databases to create outcome measures, financial projections, and performance improvement plans for child welfare agencies across the country. In the last several years, she has worked with the Tennessee Department of Children’s Services, the New York State Office of Court Administration, the New York State Office of Children and Family Services and the New York City Administration for Children’s Services. Ms. Orlebeke also serves as the Project Director for the fiscal analysis for the evaluation of Ohio’s federal Title IV-E Waiver program, ProtectOhio. In addition, she developed a course on advanced analytics for child welfare administration for child welfare policymakers that is held twice each year and supported by Casey Family Programs. She has a Master of Public Policy from the Ford School of Public Policy at the University of Michigan and a B.A. in American History from Bryn Mawr College.
