The Bowker Foundation was created in 1966 by Bella Bowker Skidmore, a resident of Fort Wayne, Indiana. Mrs. Skidmore created the foundation to promote the education, health, welfare and rehabilitation of young women. Mrs. Skidmore was born in 1874 and died in 1967.
